Was it really in the imperial couple's best interests? Did they relly support the exodus of Trahans from the start? Now Trahan interstellar colonization was introduced in a time when the New Tree could get a grip on the debate. In that way interstellar travel and its consequences were introduced to the Trahans by the Process and the New Tree.
