The PCA hospital at Pen-Yu in Hao Chen. The hospital complex, built during the early colonisation effort, was deliberately built to withstand extreme weather and major loading. It has submarine hangars to deal with causalities from the Yellow Sea projects, and is equipped to act as a local disaster relief centre. While these functions have never seen much use, it also houses the PCA Adaptation Program which oversees the adaptation measures made to help humans adapt to Penglai.

The hospital has always been a PCA stronghold. During the Dirty War it remained neutral ground, and the PCA activities in Hao Chen was coordinated from here. There are persistent rumours that the complex houses parts of the PCA intelligence agencies, but these rumors have been officially denied.
