One - Status of the protectorate

A: The protectorate rules the worlds and systems it holds and claims.
B: The protectorate is subject to the Device
C: The protectorate may own and operate institutions specifically liable under protectorate sublaw

Two – Status of protectorate officials

A: Any official appointed by the Device exercises authority in accordance with his letter of appointment and this code.
B: When acting in a professional capacity, no official may be held liable under protectorate sublaw.

Three – Status of protectorate subjects

A: An Official of the protectorate is entitled to salary, residency, appeal and exile.
B: A Lord of the protectorate is entitled to his domain and the incomes thereof, stipend, residency and appeal.
C: A Citizen of the protectorate is entitled to stipend, residency and appeal.
D: A Resident of the protectorate is entitled to residency and lesser appeal.
E: A transient of the protectorate have no rights in this code.

Four – Crimes against the protectorate

A: It is forbidden to rebel against protectorate and Device
B: It is forbidden to raise armed forces without the approval of the protectorate
C: It is forbidden to represent the protectorate without due warrant

Five – Crimes against reality

A: It is forbidden to travel via X through, from, to and within the protectorate.

Six – Special provisions

A: A greater appeal may be made to either an protectorate official tasked with receiving such, or to the Device if none are extant.
B: A lesser appeal may be made to any executor of protectorate sublaw
C: Protectorate sublaw may not contradict this code
D: Should the Device experience down-time, the protectorate stands adjourned

The Angelic Device, also known as The Unspeakable or just IT, is the true ruler/protector/father of the empire. Apparently the first system to achieve a full Omega Point, it possesses powers that can only be regarded as divine.

Why did the dark ages of Endymion last so long?
The Angelic Device put Endymion with a field of accelerated time to allow its culture to mature, hardened through the challenges of the sea and the bitter experience of history into a people truly suitable for empire.
