The "Roach Motel" speech was a speach emphazising the need of interstellar trade and contacts. A very appealing proposition for NA but if they were to jump on the bandwagon so quickly they would have been more connected to The Process. Kind of a roach motel, seems nice but when your in, your in, and it will be difficult to get out.
Unfortunately, the politicians of NA hesitated just a bit, because of their dream to control NA's interstellar contacts through the Columbus Project. The Process didn't wait up for them (as told in the "Roach Motel" speech) and went on with their activity. The NA reacted with controversy to The Process/ Trahan colonization of Negsoa, and that proved fatal as the quick spread of the Li changed the game. NA never really caught up. Their politicians were still playing chess while everyone else started playing go...
